l’utilizzo spregiudicato della plastica, e lo fa stimolando, incentivando e promuovendo l’imprenditoria innovativa e “green”.
Nell’isola scatta il divieto per gli enti regionali, istituti ed aziende soggette alla vigilanza della Regione di utilizzare contenitori e stoviglie monouso non biodegradabili per la somministrazione degli alimenti o bevande nelle mense. Un modello che si conta possa essere replicato in tutta l’isola, con effetti sicuramente positivi per l’ambiente.
La città di Sciacca già da un anno ha avviato questo percorso.
La legge approvata dall’Ars prevede anche inventivi per gli imprenditori che scelgono di convertire gli impianti di produzione di plastica presenti nel territorio regionale, attraverso fondi comunitari, ma anche le royality. Una attenzione particolare viene dedicata anche all’uso delle plastiche in agricoltura, mediante un protocollo d’intesa con le associazioni di categoria degli agricoltori siciliani maggiormente rappresentative e l’associazione italiana delle bioplastiche e dei materiali biodegradabili e compostabili per favorire l'impiego di bioteli e di altri materiali compostabili in agricoltura. Le norme ci sono, adesso occorre cambiare le abitudini.
Ma al di là dei contenuti e degli obiettivi , all’Ars è scattata anche la corsa alla paternità del disegno di legge, di cui è stato primo firmatario il deputato saccense del Pd Michele Catanzaro, anche se analoga iniziativa viene rivendicata dal collega Trizzino del Movimento 5 Stelle.
Dispiace constatare che qualcuno voglia prendersi l’esclusivo merito di una legge che invece, dichiara l’on Michele Catanzaro, è frutto di un lavoro di squadra portato avanti in Commissione ed in parlamento dai rappresentanti di diverse forze politiche. Sullo stesso argomento, infatti, dopo quello del Pd, erano stati presentati in quarta commissione Ars altri testi poi accorpati in un unico fascicolo così come previsto dal regolamento.
