Senza comitati, associazioni, sindacati e Inter.Co.Pa. nessun comune avrebbe approvato l'azienda speciale consortile. A dirlo è stato oggi pomeriggio Franco Zammuto, portavoce del Comitato Intercomunale per l'Acqua Pubblica, che stigmatizza i dubbi e le perplessità che continuando a circolare rischiano di minare la costituzione della nuova società che dovrà gestire il Servizio Idrico Integrato in provincia di Agrigento. Comitato che critica il voto contrario del comune di Licata, che ha impedito l'unanimità all'ultima riunione dell'ATI.
Ma per Inter.Co.Pa. l'unico vero problema che va risolto dal commissario straordinario dell'ATI è la concreta verifica della legittimità degli 8 comuni che ne hanno fatto richiesta dell’eventuale riconoscimento alla gestione in house delle fonti e reti in base all’ex art 147, legge 156/2006. Ritiene, il Comitato Intercomunale per l'Acqua Pubblica, che a parte il comune di Santo Stefano Quisquina ed eventuali comuni limitrofi che utilizzano le stesse fonti, nessun altro comune possieda i requisiti, e che quella che viene definita "la bizzarra concessione di un periodo di tempo per adeguarsi sia assolutamente illegittima, tenuto conto che i requisiti previsti dovevano essere già in possesso dal lontano 2007 e non crearli dall’oggi al domani".
Gli 8 comuni in questione intanto hanno fatto sapere che la possibilità di gestire direttamente le risorse idriche era stata messa in discussione nell'ambito del Decreto Semplificazioni predisposto dal ministero della Transizione Ecologica, ma che tuttavia, dopo una mobilitazione urgente dei sindaci siciliani in favore del mantenimento dell'articolo 147, questa misura è stata stralciata.
Fondamentale in tale direzione è stato il ruolo svolto dall'associazione nazionale dei piccoli comuni e dall'associazione Gocce d'Acqua, che riconosce un atto di responsabilità da parte del governo con un pieno riconoscimento della rivendicazione avanzata. In ogni caso la mobilitazione dei sindaci e delle comunità locali non finisce qui. Chiedono, infatti, una regolamentazione specifica proprio per i piccoli comuni.
