che non si è mai concretizzato, a differenza di quello che è successo in altre località, anche a noi molto vicine. Risale ai primi anni Duemila l'adesione del comune al consorzio di sviluppo industriale di Agrigento. Le aree prescelte per gli insediamenti produttivi furono quelle di contrada Santa Maria, alla periferia nord della città. Insediamenti in parte di proprietà pubblica, in parte da acquisire tramite procedura espropriativa. Zona, quella di Santa Maria, considerata la più adatta per sopportare, in prospettiva e in maniera la più possibile sostenibile l'attesa concentrazione di attività produttive, nel segno di una visione di una città chiamata ad attrarre capitali e investimenti. Un'adesione al consorzio Asi che negli obiettivi a suo tempo programmati avrebbe dovuto delocalizzare principalmente le attività industriali preesistenti (soprattutto quelle ittico-conserviere, anche per una regolamentazione ambientale riguardante un più agevole smaltimento degli scarti di lavorazione). Ma quella che, di fatto, non è mai diventata l'area industriale di Santa Maria (ad oggi sono pochissime le aziende che qui sono nate) è oggi l'ennesima scommessa che il territorio non è mai riuscito a vincere. Ci si domanda, dunque, perché nessun investitore abbia mai puntato sull'area di sviluppo industriale di Sciacca. Una delle risposte possibili è stata data nei giorni scorsi dal circolo Marina-San Michele di Fratelli d'Italia, che ha fatto notare come, di fatto, nessun imprenditore possa essere attratto dalla possibilità di investire su terreni che, oggettivamente, sono sprovvisti dei necessari servizi minimi essenziali a livello di opere di urbanizzazione. Di motivo però potrebbe essercene stato anche un altro, e questo risiede nell'alto costo dei terreni da acquisire o in proprietà o in diritto di superficie. Da diversi anni, anche in consiglio comunale, si è dibattuto in ordine alla necessità che si rivedesse la cifra fissata dal comune di 60 euro al metro quadrato per i terreni da vendere di proprietà comunale. “Più volte – fa notare oggi Calogero Bono – abbiamo proposto, nel corso dei tre anni, di rivedere questa cifra, ma non è mai stato possibile farlo”. Probabilmente questo è accaduto anche sulla base di valutazioni specifiche fatte dali uffici competenti. “Ma l'amministrazione – aggiunge Bono – avrebbe dovuto cercare di incidere in maniera concreta in questa direzione, andava fatta una scelta politica amche in consiglio comunale che la maggioranza ha sempre bocciato, col risultato che oggi siamo in netto ritardo”.
Ma qualcosa adesso (finalmente, verrebbe da dire) è cambiato. L'ultima delibera approvata dal commissario straordinario Pietro Valenti (che sostituisce il consiglio comunale) su richiesta dell'amministrazione, che ha fatto propria una proposta avanzata dal dirigente Gioia, ha fissato una riduzione del prezzo al metro quadro di ben due terzi. Una decisione che potrebbe finalmente rappresentare una svolta, fermo restando che a Santa Maria sono necessari diversi interventi di riqualificazione e di resa realmente appetibile del patrimonio immobiliare da mettere a disposizione di eventuali investitori. Un prezzo, 20 euro al metro quadrato, che è in linea con quelli praticati all'interno dell'area di sviluppo industriale di Agrigento-Aragona. È un fatto importante, che potrebbe dunque generare qualche risposta significativa. E questo anche se non è mai stato pubblicato l'annunciato bando per la vendita di questi terreni, a cui era stata subordinata una possibile variazione del prezzo.
Il punto in questione (lo stesso che ha visto ancora una volta il comune dovere ammettere di non essere più in possesso di alcuna area pubblica da mettere a disposizione per edilizia popolare e convenzionata, è uno di quelli propedeutici all'approvazione del bilancio di previsione pluriennale per il periodo 2021-2023, su cui l'amministrazione comunale di Sciacca (non la sola) sconta anche quest'anno un forte ritardo.
