i comuni della provincia di Agrigento che non hanno ancora potuto approvare il bilancio di previsione in consiglio comunale. Una situazione che si rispecchia a livello regionale. Municipalità tutte destinatarie di provvedimento di commissariamento ad acta da parte della Regione siciliana. Il comune di Sciacca non è stato formalmente commissariato perché, di fatto, il suo consiglio comunale è già commissariato e per la nota questione della mancata approvazione del consuntivo dello scorso anno che ne ha generato la decadenza. Neanche il Libero Consorzio (o ex provincia per farci capire) ha ancora adempiuto all'approvazione del bilancio. Non lo hanno ancora approvato neanche i comuni di Agrigento, Aragona, Calamonaci, Campobello di Licata, Canicattì, Casteltermini, Comitini, Favara, Lampedusa e Linosa, Licata, Menfi, Montallegro, Naro, Porto Empedocle, Raffadali, Ravanusa, Realmonte, Ribera, San Biagio Platani, San Giovanni Gemini, Santa Elisabetta e Santo Stefano Quisquina. Nel Trapanese non sono ancora riusciti a varare lo strumento finanziario il comune di Castelvetrano, quello di Campobello di Mazara e Salaparuta.
La indisponibilità di un bilancio priva il comune della possibilità sostanziale di portare avanti una gestione ordinaria. Ma la mancanza di approvazione è figlia di una situazione complessa, che non può essere ridotta soltanto con un problema di mala gestione politica o burocratica. D'altronde non è certamente il 2021 il primo anno in cui si verifica una situazione di questo tipo. Da anni, infatti, gli enti locali approvato il bilancio previsionale quando l'anno è quasi finito o, addirittura, come successo anche a Sciacca pochi anni fa, ad anno nuovo iniziato. Ecco perché non è possibile parlare di “bilanci di previsione”, formula sempre più teorica, perché non si capisce cosa si possa prevedere per un anno che si sta concludendo. Quello che emerge è una autentica emergenza finanziaria per i comuni, che gestiscono poco e male le risorse sempre più ridotte di cui dispongono, figlie di provvedimenti dei livelli sovracomunali (dalla Regione allo Stato centrale) che in una tendenza costante nel corso degli ultimi vent'anni ogni anno provvedono a sforbiciare i trasferimenti di competenza. L'attribuzione di poteri impositivi esclusivi ha messo in evidenza tutti i limiti di una realtà sociale ed economica sempre più depressa. Risultato: i comuni non riescono a incassare i tributi che impongono ai cittadini, e non certo soltanto a causa del fenomeno dell'evasione fiscale ma, in molti casi, perché il cittadino non ce la fa, e prima di pagare la tassa sui rifiuti (per dire quella più famosa) è occupato a trovare i soldi per sfamare la famiglia. La questione è dunque assai complessa, ed è difficile da analizzare solo su un piano matematico. Esiste anche un'emergenza amministrativa, che impone al legislatore di rimettere mano ad alcuni aspetti delle municipalità che, in parte introdotte col tanto decantato Federalismo fiscale, se al nord sono state bene ammortizzate, nelle zone economicamente più depresse del paese stanno mostrando la corda. Il futuro rimane nebuloso, e non è soltanto attraverso i commissariamenti a pioggia che la Regione può pensare di fronteggiare la situazione di crisi in cui si trovano i comuni.
