È quella riferita all'accreditamento quasi a sorpresa effettuato dal governo centrale nei confronti dei comuni siciliani in crisi finanziaria o con importanti disavanzi di bilancio. Un finanziamento consistente, di 150 milioni di euro, che potrebbe essere un fondo perequativo aggiuntivo dopo gli stanziamenti per fronteggiare l'emergenza Covid. La parte del leone, naturalmente, l'hanno fatta i comuni metropolitani, a partire da Palermo, che ha ricevuto 44 milioni, ossia il 30% circa dei finanziamenti erogati. Per il comune di Sciacca sono stati erogati 670 mila euro. Un finanziamento effettuato dal governo dopo avere esaminato i singoli rendiconti, senza richiederli in visione ma attraverso un'azione diretta. Si sa che a Sciacca la situazione finanziaria è complicata.
Intanto il commissario Pietro Valenti, con i poteri sostitutivi del consiglio comunale, nei giorni scorsi aveva approvato il bilancio di previsione licenziato precedentemente dall'amministrazione Valenti, dando anche il via libera al Peg, il Piano Economico di Gestione. Questi accreditamenti straordinari, approvati evidentemente a Roma dopo le recenti proteste dei sindaci che non hanno esitato a volare nella capitale per far sentire la loro voce attraverso la rappresentanza dell'Anci, permettono di guardare con maggiore fiducia al futuro. Ma non bisogna certamente aspettarsi miracoli. Ricordiamo che ammonta a 2,2 milioni di euro il disavanzo del accertato e calato all'interno del Consuntivo 2020 e da ripianare in 3 anni. Questo accreditamento straordinario permette di recuperarne almeno uno. A generare questa condizione sono stati soprattutto i crediti di dubbia esigibilità, quelli che fanno parte a tutti gli effetti di quel Fondo Residui Attivi che vedono il comune di Sciacca creditore di almeno 21 milioni di euro. Soldi che il comune non riesce ad incassare, e che fanno aumentare ogni anno questo capitolo.
