Un allarme contenuto in un documento ufficiale, firmato da tutti i commissari di ex province e città metropolitane e trasmesso al governo regionale. “Non possiamo approvare il bilancio 2018, siamo pronti a dichiarare il fallimento”. Questo, in sintesi, il contenuto della nota trasmessa alla Regione. Enti, dunque, alla disperata ricerca di finanziamenti. I soldi promessi dalla Regione, infatti, e destinati ai Liberi Consorzi, sono serviti soltanto per pagare il balzello che il governo nazionale impone per ripianare il proprio bilancio. Lo scorso anno il contributo che le ex province hanno versato allo Stato ha sfiorato i 270 milioni di euro mentre la Regione ha stanziato per tutti i Liberi Consorzi solo 112 milioni di euro. Per l'anno in corso, il contributo della Regione è sceso a 91 milioni di euro mentre il contributo da versare allo Stato è rimasto invariato. Ne consegue la impossibilità di predisporre qualsiasi proposta di bilancio il cui termine, per l'approvazione, scade a fine ottobre. Ma c'è di più. In assenza di bilancio, le ex province non possono neanche incassare le somme che lo Stato ha stanziato per investimenti su strade e scuole, e quindi da un lato non ci saranno soldi per garantire stipendi ai dipendenti e pagamenti ai fornitori, dall'altro si rischia di perdere anche le somme stanziate per risolvere le emergenze. Alla luce di questa situazione, nel documento i commissari dei Liberi Consorzi chiedono uno stanziamento straordinario di 300 milioni di euro per il triennio.
