L'ultimo è scaduto giusto ieri, 30 settembre. Un istituto che, dunque, è “vacante”. Il collegio era già venuto meno formalmente 45 giorni fa, ma ha continuato ad operare grazie ad una proroga. Questa grave lacuna in seno al comune blocca qualsiasi nuova delibera di giunta, oltre che di consiglio, che preveda impegni finanziari. Ne viene fuori un ritardo di ordine generale, che sta trovando impreparato il comune di Sciacca di fronte alla necessità di sperimentare il nuovo meccanismo del sorteggio del nuovo collegio dei revisori. Una innovazione di legge che punta ad una maggiore indipendenza dei revisori dei conti all'interno degli enti locali. Non si sa ancora quando potrà essere convocata la seduta del Consiglio comunale nel corso della quale verranno sorteggiati i nuovi revisori dei conti. A questo punto il conto consuntivo che va in discussione il prossimo 4 ottobre è l'ultimo atto di competenza del collegio appena scaduto. Ma c'è chi sostiene che la mancanza di un nuovo collegio possa impedire addirittura la convocazione della stessa seduta. Un problema procedurale, evidentemente, che andrà chiarito. Intanto la commissione bilancio e finanze ha licenziato con parere negativo il conto consuntivo. Determinante il NO di Calogero Bono e Giuseppe Milioti. Ininfluente il voto favorevole del presidente Di Prima, mentre Fabio Leonte era assente.
Toccherà senz'altro al nuovo organismo di controllo invece esaminare e valutare la manovra degli assestamenti di bilancio necessaria per recuperare il milione e mezzo di disavanzo scaturito proprio dall'ultimo rendiconto. Ma siamo ancora lontani dall'insediamento dei nuovi tre revisori. Allo scorso 21 settembre sono state trasmesse al comune circa 180 istanze. Portano la firma di professionisti di tutta la Sicilia. Un incarico importante, di durata triennale, discretamente remunerato. I compensi dei revisori dei conti vengono liquidati trimestralmente. Al presidente è destinata un'indennità lorda di 17.200 euro l'anno, ai semplici componenti una somma di poco inferiore agli 11.500 euro, per un totale di circa quarantamila euro. Una somma che, però, potrebbe aumentare. Sì, perché il revisore di fuori Sciacca che venisse nominato dal consiglio comunale avrebbe, per legge, il diritto al rimborso delle spese di trasferta. Una prospettiva, questa, che potrebbe generare ulteriori spese a carico del comune di Sciacca.
