In particolare, la commissione ha deciso di congiungere al ddl “La Rocca Ruvolo”, dal nome della parlamentare nonché presidente della commissione sanità, prima firmataria del provvedimento, un altro disegno di legge, quello sulle norme per la prevenzione e il trattamento del gioco d'azzardo patologico, a firma del vice presidente dell'Ars Giancarlo Cancelleri, al fine di portare in aula un unico provvedimento per il raggiungimento dei medesimi obiettivi. Si spera in una celere approvazione del disegno di legge per contrastare un fenomeno in continua crescita, divenuto ormai un vero e proprio allarme sociale che sta causando effetti devastanti sulle famiglie e i loro redditi, determinando patologie da dipendenza dalle conseguenze drammatiche. L'obiettivo della proposta di legge, ricorda Margherita La Rocca Ruvolo, è quello di tutelare i soggetti vulnerabili avendo come finalità la tutela della salute delle persone, affidando ai sindaci e alle amministrazioni comunali un potere regolamentare esplicito che permetta loro di intervenire in modo efficace sulle questioni legate al gioco d'azzardo attraverso un controllo sulla proliferazione delle sale da gioco nel loro territorio disponendo, laddove necessario, regolamenti e prescrizioni restrittive. Si punta dunque a contrastare un fenomeno che mette a rischio la serenità, i legami e la sicurezza di tante famiglie. Un milione e mezzo le persone affette da questa patologia a livello nazionale, tre milioni quelle che non riconoscono di essere malate. 160 milioni di euro la cifra spesa nella sola provincia di Agrigento in un anno e per le sole slot machine.
