Lo stesso ufficio stampa di Girgenti Acque S.p.A. ha fatto sapere che il Cda, che si è riunito ieri poco dopo pranzo, ha ringraziato Campione per il lavoro svolto e nominato presidente pro tempore l'avvocato Diego Galluzzo. Rimarrà in carica almeno fino alla data della prossima assemblea dei soci, già convocata per lunedì 3 dicembre. Cda che ha poi confermato di avere deciso di proporre ricorso al TAR contro l'interdittiva antimafia del prefetto Caputo.
Oggi è la giornata in cui i sindaci dell'Ati hanno preso atto ufficialmente della negazione della certificazione antimafia da parte del prefetto a Girgenti Acque. Un fatto che se da un lato potrebbe in qualche maniera accelerare le procedure di risoluzione del contratto tuttora in corso, dall'altro non ha impedito nei giorni scorsi a Francesca Valenti in persona di esprimere la propria preoccupazione rispetto all'ipotesi che, senza una posizione regolare in base alla legge sugli appalti, ancorché in attesa del pronunciamento dei giudici amministrativi, la società che gestisce le risorse idriche pubbliche possa venire considerata “fuori gioco” dall'oggi al domani. Una vicenda che metterebbe in evidenza il problema della mancanza di un piano B che permetta ad un servizio di tale portata di potere regolarmente continuare a funzionare. È in tale scenario che si inquadra il possibile approdo ad Aragona di uno o più commissari di nomina prefettizia che possano garantire una governance diversa nella continuazione provvisoria della gestione del servizio in attesa del corso degli eventi, comprese sentenze giudiziarie e altri percorsi tuttora aperti.
Ma la questione Girgenti Acque, dopo la presa di posizione di Claudio Fava che ha convocato la Commissione regionale Antimafia in prefettura per il prossimo 13 dicembre, ha visto un'altra iniziativa politica, quella della presidente della Commissione Ambiente Giusy Savarino che ha convocato in audizione la presidente dell'ATI Francesca Valenti per martedì prossimo proprio per fare il punto sulle criticità del servizio idrico nell'Agrigentino anche alla luce dell'interdittiva antimafia. Non è solo l'ATI che la Savarino ritiene utile sentire, ma anche il supercommissario per le acque e la depurazione Enrico Rolle, ufficio romano presso il quale sono tuttora bloccati alcuni progetti (peraltro finanziati) che prevedono investimenti importantissimi sul fronte della realizzazione o completamenti (come nel caso di Sciacca) di reti fognanti e depuratori. C'è il timore naturalmente che i problemi che si stanno verificando sul gestore idrico si allarghino a dismisura, anche se è noto da tempo che Rolle ha già risolto questo problema, visto che ha avocato al suo ufficio i progetti che riguardano proprio il settore della depurazione, nel tentativo di resistere alla maxisanzione già inflitta dall'Unione Europea all'Italia proprio sul fronte dei ritardi all'avvio dei lavori.
Il tema è aperto, sul futuro incombono troppe incertezze, nessuno può azzardare previsioni di sorta. È evidente che l'ente gestore continuerà a cercare di resistere sia all'interdittiva antimafia sia al tentativo dei sindaci di risolvere il contratto.
