Lo prevede il decreto del Ministro del Lavoro, Nunzia Catalfo, che ha autorizzato i comuni alla pubblicazione dei bandi per i progetti di pubblica utilità nei quali potranno essere impiegati i beneficiari della misura di sostegno al reddito. Il comune di Sciacca sta lavorando alla predisposizione dei progetti, dopo essersi confrontato con il Centro per l’impiego per ricevere tutte le informazioni necessarie sui percettori del reddito di cittadinanza. Sono 1273 a Sciacca, secondo i dati ufficiali dell’Inps relativi a fine ottobre, ma pare che il numero sia ulteriormente lievitato fino ad arrivare a circa 1500. Teoricamente una forza lavoro importante, seppure siano tenuti ad assicurare alla collettività un massimo di otto ore settimanali e la loro attività non potrà riguardare sostituzioni di personale dipendente dell’ente pubblico .
I beneficiari del reddito di cittadinanza dovranno limitarsi a svolgere lavori di pubblica utilità e nella misura in cui il comune sarà capace di elaborare progetti che riescano a coinvolgere tutti o quasi tutti.
Stiamo parlando di circa 1500 persone per le quali, tra l’altro, vanno verificate competenze e requisiti da poter sfruttare per i famosi puc, progetti utili alla collettività che devono essere definiti e avviati.
Ci sarà da verificare, inoltre, quanti di loro vanteranno patologie incompatibili con l’attività proposta dal comune e quanti saranno comunque esentati dall’obbligo perché impgnati in un corso di studi, in condizioni di disabilità, ultra sessantacinquenni o che si prendono cura di minori o disabili gravi.
Insomma anche negli uffici del comune di Sciacca si stanno predisponendo i progetti utili alla collettività, ma poi ci sarà da capire chi e come dovranno attuarli. Progetti che, come prevede il decreto ministeriale, riguarderanno la tutela del patrimonio pubblico e ambientale, dunque, la cura del verde e la custodia di siti, l’assistenza a persone anziane, bambini o extracomunitari. Non più di otto ore a settimana, comunque, per quella che è una sorta di ricompensa per la collettività e, dunque, una opportunità per i comuni che però attualmente sta impegnando l’esiguo personale in servizio nella predisposizione e attuazione dei progetti.
